This position is responsible for directing and coordinating a comprehensive environment, safety and health program at the MRI-KC Facility. Responsible for Midwest Operations (MWO) compliance with existing and developing standards and regulations issued by federal, state and municipal agencies, such as EPA, OSHA, DHS, and DOD. The Safety Officer reports directly to the Manager, Environment, Safety and Health Office. Primary duties include but are not limited to:

Assist in the day to day operations of environment, safety and health (ESH) program in the MRI-KC facility, project review, safety training, facility inspections, and advising staff on ESH matters.
Responsible for ensuring compliance with safety procedures and regulations, including the implementation of safety and emergency response plans.
Assists technical staff in the preparation of proposals and project-specific ESH plans.
Ensures that project ESH requirements specified by clients are achieved.
Communicates with internal and external clients to ensure program and facility meets compliance with regulations.
Ensures the MRI-KC Facility complies with applicable OSHA, EPA, DOT, BAFT, DHS, and DOD regulations.
Provides ESH training to technical staff, visitors, and contractors.
Provides technical assistance and acts as a conduit for information to committees and researchers on laboratory containment and safety procedures related to hazardous materials.

Internal Process accountabilities specific to this position:

Assists with the development and implementation of the environment, safety and health (ESH) programs.
Serves as a resource for all ESH issues for MRI-KC.
Conducts risk assessments for use of hazardous materials in laboratory operations.
Assists with the day to day operations of the ESH program. Keeps Manager, Environment, Safety and Health Office informed of any apparent incidents or deficiencies relating to the program.
Ensures that safety-related equipment is inspected and/or certified as appropriate and coordinates preventive maintenance for laboratories.
Assists in the development of Safety Plans for laboratory, construction, and field sites complying with federal, state, and local regulations and guidelines. This may include, but not limited to, an emergency response plan and a natural disaster plan.
Conducts job safety analysis and hazard surveys in laboratories.
Serves as a member on the on the MRI Safety & Health Committee.
Perform site inspections to assess compliance with ESH program requirements.
Serves as a member of the hazardous materials spill response team.

Personal computer experience, with working knowledge of Windows-based software.
Working knowledge of the OSHA and consensus standards regulations; DOT regulations as they relate to shipment of hazardous materials and waste; EPA regulations as they relate to hazardous waste management; BATF regulations as they relate to employee registration, security, and tracking explosives, and DOD regulations related to chemical surety.
Excellent interpersonal, written and oral communication skills with the ability to work with office staff, researchers, facilities design and maintenance personnel, laboratory technical staff, outside contractors, and government agencies.
Ability to stand, walk and sit for prolong periods of time, lift or carry up to up to 50 pounds and capable of wearing a respiratory protection, including SCBA.
Ability to travel 50% of time.

Must have ability to obtain U.S. Government security clearances.


Minimum Qualifications

Bachelor’s degree in chemistry, safety, public health, industrial hygiene, or a closely related field with a minimum of 4 years safety experience in a laboratory environment.
Experience with construction safety, chemical surety regulations, highly toxic chemicals and explosives a plus. Board certification in Industrial Hygiene or Certified Safety Professional a plus.
